The City of Gold Coast Council Log of Claims - It's a Shocker!


Last Wednesday, the TSU was by your side during the second certified agreement (CA) negotiations with the City of Gold Coast (‘COGC’ or ‘the City’).

Despite efforts by COGC representatives to derail the process by demanding a combined single log of claims from unions, we persisted and finally heard from the City regarding their shocker of a log of claims.

Their responses were jaw-dropping, showing no concern about their aggressive agenda to strip conditions from workers.


Key concerns include:

1. Removal of 10-day fortnight & 14% loading: The City claims only a small number of workers would be affected, but we highlighted that 1,042 employees would be impacted.

They said that is only a small amount around 17% of the workforce. They further said they’ve wanted to eliminate the 10-day fortnight since the last agreement, and that it has caused cultural issues in the workplace.

We said in all the years the 10-day has been in place, we have never witnessed any cultural/equity issues from workers due to the 10-day fortnight. In fact, the City wanted to increase the 10-day arrangements by an additional 500 positions in the last round of bargaining. The CEO himself advised us at the last Joint Consultative Committee meeting (‘JCC’) held on 12 February 2026, that any 10-day positions that have been removed would be returned within 12 months.

2.  Spread of ordinary working hours: The City wants employees to work 24/7 at single rates, excluding current shift workers. This move is designed to delete penalty rates and overtime. This would be a massive hit to many workers pockets!

3.  Workforce consultation: They want to notify us only after decisions are made, minimising union involvement.

4.  Overtime: They seek to pay all overtime at time and a half, removing double time which would further erode conditions.

5.  Redundancy & redeployment: Proposal to cut redeployment from 26 to 13 weeks and reduce the Early Separation Incentive Payment (‘ESIP’) from $15,000 to $7,500.

6.  4-year agreement: The City is pushing to lock in a bad four-year deal that will be incredibly detrimental to workers.

Overall, the City’s aim is to reduce conditions, cut pay, weaken consultation, and increase workload demands. This is one of the most aggressive employer agendas we’ve seen in local government.

Inappropriate conduct allegation
The so called “inappropriate conduct” mentioned in the City’s communique after the bargaining meeting was referring to somebody placing a union flyer in an elevator. Wow!  

We are not interested in going tit for tat with the City. Our focus remains to bargain in good faith and protect COGC workers’ wages and conditions.
